non-root antlet-starter user?

I have an Anstle appliance I am mostly happy to have.  It hosts antlets we use for development and testing and experimentation.  It is a not infrequent occurrence that one of the antlets will stop, usually because some developer has done something to confuse the antlet to the point of giving up.  The resolution is to open the antman page, find the antlet, click "Start" and then tell the developer not to do that anymore.

I have the root account.  I am the single person that is contacted when an antlet needs restarted.  I am thus a single point of failure.  I would like to know what is the least-privileged user/group setup I could add to the appliance that would allow the view of antman and the machines, and ability to hit the "Start" button.

(I know a little bash, but am not anywhere near an EdgeLinux expert, or any Linux, for that matter.  Please treat me gently.)
